A Constitui\u00e7\u00e3o da Rep\u00fablica Portuguesa consagra a igualdade de g\u00e9nero como um direito fundamental e a Lei n.\u00ba 62\/2017 estabelece uma representa\u00e7\u00e3o equilibrada entre mulheres e homens nos \u00f3rg\u00e3os de decis\u00e3o.<\/p>\n<p>As principais entidades nacionais com miss\u00f5es especificamente dedicadas a abordar a igualdade de g\u00e9nero incluem a CIG \u2013 Comiss\u00e3o para a Cidadania e a Igualdade de G\u00e9nero e a CITE \u2013 Comiss\u00e3o para a Igualdade no Trabalho e no Emprego.<\/p>\n<p>CIG (<a href=\"https:\/\/www.cig.gov.pt\/\" target=\"_blank\" rel=\"noopener\">https:\/\/www.cig.gov.pt\/<\/a>) \u00e9 um organismo nacional de pol\u00edticas p\u00fablicas para a igualdade de g\u00e9nero em Portugal. Opera sob a tutela do Governo (actualmente sob o Minist\u00e9rio da Presid\u00eancia da Rep\u00fablica). O \u00e2mbito de atua\u00e7\u00e3o da CIG \u00e9 amplo, envolvendo uma a\u00e7\u00e3o intersectorial em \u00e1reas como a educa\u00e7\u00e3o, a sa\u00fade, a justi\u00e7a, o emprego, a viol\u00eancia de g\u00e9nero e a participa\u00e7\u00e3o c\u00edvica e pol\u00edtica. Esta \u00e9 a entidade respons\u00e1vel pela implementa\u00e7\u00e3o da Estrat\u00e9gia Nacional para a Igualdade e N\u00e3o Discrimina\u00e7\u00e3o (ENIND 2018-2030). Tem um papel fundamental no desenvolvimento de campanhas de sensibiliza\u00e7\u00e3o, programas de preven\u00e7\u00e3o da viol\u00eancia dom\u00e9stica e projetos educativos sobre igualdade.<\/p>\n<p>CITE (<a href=\"https:\/\/cite.gov.pt\/\" target=\"_blank\" rel=\"noopener\">https:\/\/cite.gov.pt\/<\/a>) desempenha um papel central na implementa\u00e7\u00e3o de pol\u00edticas de igualdade na educa\u00e7\u00e3o, no emprego e na vida p\u00fablica. Possui uma estrutura tripartida que envolve representantes do Governo, dos sindicatos e das associa\u00e7\u00f5es patronais. Atua presidindo e dirigindo-se a um organismo t\u00e9cnico especializado com foco espec\u00edfico no mundo do trabalho e do emprego. Visa garantir a igualdade de tratamento e de oportunidades entre mulheres e homens no local de trabalho, bem como a preven\u00e7\u00e3o da discrimina\u00e7\u00e3o no trabalho (por exemplo, disparidades salariais, acesso a cargos, despedimentos). Entre as suas a\u00e7\u00f5es, destacamos a emiss\u00e3o de recomenda\u00e7\u00f5es e pareceres t\u00e9cnicos sobre a igualdade laboral e o equil\u00edbrio entre a vida profissional e a vida pessoal.<\/p>\n<p>No geral, o CITE tem um papel t\u00e9cnico e jur\u00eddico ligado ao direito laboral e do trabalho, enquanto o CIG tem um papel estrat\u00e9gico e social em diversas \u00e1reas pol\u00edticas.<\/p>\n<p>Outras entidades activas incluem a Plataforma Portuguesa pelos Direitos das Mulheres (PpDM) &#8211;<a href=\"https:\/\/plataformamulheres.org.pt\/international\/english\/\" target=\"_blank\" rel=\"noopener\">https:\/\/plataformamulheres.org.pt\/international\/english\/<\/a>&#8211; uma organiza\u00e7\u00e3o n\u00e3o governamental social, cultural e humanista, independente de partidos pol\u00edticos, institui\u00e7\u00f5es religiosas ou estruturas governamentais, cujos membros s\u00e3o ONG de direitos das mulheres.<\/p>\n<p>A Plataforma Portuguesa para os Direitos das Mulheres representa Portugal no Lobby Europeu das Mulheres (LEM) e na Associa\u00e7\u00e3o de Mulheres da Europa do Sul (AFEM), sendo membro da Funda\u00e7\u00e3o Euro mediterr\u00e2nica das Mulheres (FFEM). A Plataforma Portuguesa para os Direitos das Mulheres \u00e9 membro da Plataforma da Sociedade Civil da UE contra o Tr\u00e1fico de Pessoas e tem um Estatuto Consultivo Especial junto do ECOSOC da ONU.<\/p>\n<p>As principais pol\u00edticas incluem a Estrat\u00e9gia Nacional para a Igualdade e N\u00e3o Discrimina\u00e7\u00e3o 2018\u20132030 (ENIND) e o Plano Nacional para a Igualdade entre Mulheres e Homens 2022\u20132026, que fornecem orienta\u00e7\u00f5es para a integra\u00e7\u00e3o de perspetivas de g\u00e9nero na educa\u00e7\u00e3o, forma\u00e7\u00e3o profissional e integra\u00e7\u00e3o no mercado de trabalho.<\/p>\n<p><strong>Principais factos do mercado de trabalho:<\/strong><\/p>\n<ul>\n<li>Taxa de emprego (15\u201374 anos) (2025): mulheres 62,4%, homens 68,7%.<\/li>\n<li>Diferen\u00e7a salarial de g\u00e9nero n\u00e3o ajustada: \u22488,6% (Eurostat, 2023).<\/li>\n<li>Maior concentra\u00e7\u00e3o de mulheres nos setores da educa\u00e7\u00e3o, sa\u00fade e assist\u00eancia; homens predominam nas STEM, constru\u00e7\u00e3o e engenharia.<\/li>\n<li>As mulheres licenciadas em STEM entre os 20 e os 29 anos situavam-se nos 15,7\/1000 habitantes, enquanto para os homens a taxa era de 27,6\/1000 habitantes (Minist\u00e9rio da Educa\u00e7\u00e3o, 2020).<\/li>\n<li>A taxa de desemprego jovem para o grupo et\u00e1rio dos 16-14 anos era de 20,9% (mulheres 22,4% e homens 20,9%) (INE 2024).<\/li>\n<\/ul>\n<p><strong>Pol\u00edticas e estrat\u00e9gias relevantes \u2013 Portugal<\/strong><\/p>\n<ul>\n<li>A Estrat\u00e9gia Nacional para a Igualdade e N\u00e3o Discrimina\u00e7\u00e3o 2018\u20132030 (ENIND) (<a href=\"https:\/\/www.incode2030.gov.pt\/\" target=\"_blank\" rel=\"noopener\">https:\/\/www.incode2030.gov.pt\/<\/a>) estabelece um quadro a longo prazo para promover a igualdade de g\u00e9nero, combater a discrimina\u00e7\u00e3o e prevenir a viol\u00eancia de g\u00e9nero. \u00c9 implementada atrav\u00e9s de planos de a\u00e7\u00e3o plurianuais.<\/li>\n<li><strong>Planos Municipais para a Igualdade <\/strong>s\u00e3o instrumentos de planeamento a n\u00edvel local para pol\u00edticas p\u00fablicas de igualdade. Definem estrat\u00e9gias para abordar e transformar as assimetrias de g\u00e9nero identificadas atrav\u00e9s de um diagn\u00f3stico local de g\u00e9nero, integrando medidas de transversaliza\u00e7\u00e3o de g\u00e9nero e a\u00e7\u00f5es espec\u00edficas, e estabelecendo objetivos, indicadores, metas mensur\u00e1veis e mecanismos de avalia\u00e7\u00e3o.<\/li>\n<li><strong>Planos Municipais para a Igualdade (PMIs) <\/strong>Os Planos de Igualdade de G\u00e9nero (CIG) s\u00e3o instrumentos de planeamento a n\u00edvel local para as pol\u00edticas p\u00fablicas de igualdade. S\u00e3o desenvolvidos e implementados pelos governos municipais \u2014 frequentemente em colabora\u00e7\u00e3o com agentes locais de igualdade, organiza\u00e7\u00f5es comunit\u00e1rias e a Comiss\u00e3o para a Cidadania e a Igualdade de G\u00e9nero (CIG). Estes planos delineiam estrat\u00e9gias para abordar e transformar as assimetrias de g\u00e9nero identificadas atrav\u00e9s de um diagn\u00f3stico local de g\u00e9nero, integrando medidas de integra\u00e7\u00e3o de g\u00e9nero e a\u00e7\u00f5es espec\u00edficas, e estabelecendo objetivos, indicadores, metas mensur\u00e1veis \u200b\u200be mecanismos de avalia\u00e7\u00e3o.<\/li>\n<\/ul>\n<p>No sistema educativo, as pol\u00edticas incentivam a integra\u00e7\u00e3o da perspetiva de g\u00e9nero atrav\u00e9s de princ\u00edpios de coeduca\u00e7\u00e3o nas escolas e da integra\u00e7\u00e3o de objetivos de igualdade no ensino profissional e superior. N\u00e3o existe forma\u00e7\u00e3o obrigat\u00f3ria de sensibiliza\u00e7\u00e3o de g\u00e9nero para os conselheiros, e as pr\u00e1ticas variam entre institui\u00e7\u00f5es. A persistente segrega\u00e7\u00e3o ocupacional continua a influenciar as escolhas: as raparigas est\u00e3o sub-representadas nos programas de educa\u00e7\u00e3o profissional e superior em STEM,
