Ustava Portugalske republike dolo\u010da enakost spolov kot temeljno pravico, Zakon \u0161t. 62\/2017 pa zagotavlja uravnote\u017eeno zastopanost \u017eensk in mo\u0161kih v organih odlo\u010danja.<\/p>\n<p>Klju\u010dni nacionalni organi, ki se posebej ukvarjajo z vpra\u0161anji enakosti spolov, so CIG \u2013 Komisija za dr\u017eavljanstvo in enakost spolov ter CITE \u2013 Komisija za enakost na podro\u010dju dela in zaposlovanja.<\/p>\n<p>CIG (<a href=\"https:\/\/www.cig.gov.pt\/\" target=\"_blank\" rel=\"noopener\">https:\/\/www.cig.gov.pt\/<\/a>) je nacionalni organ za javne politike na podro\u010dju enakosti spolov na Portugalskem. Deluje v okviru vlade (trenutno pri Ministrstvu za predsedstvo). Njeno podro\u010dje delovanja je \u0161iroko in vklju\u010duje medsektorsko ukrepanje na podro\u010djih, kot so izobra\u017eevanje, zdravje, pravosodje, zaposlovanje, nasilje na podlagi spola ter dr\u017eavljanska in politi\u010dna udele\u017eba. CIG je odgovorna za izvajanje Nacionalne strategije za enakost in nediskriminacijo (ENIND 2018\u20132030) ter ima klju\u010dno vlogo pri pripravi osve\u0161\u010devalnih kampanj, programov za prepre\u010devanje nasilja v dru\u017eini in izobra\u017eevalnih projektov o enakosti.<\/p>\n<p>CITE (<a href=\"https:\/\/cite.gov.pt\/\" target=\"_blank\" rel=\"noopener\">https:\/\/cite.gov.pt\/<\/a>) ima osrednjo vlogo pri izvajanju politik enakosti na podro\u010dju izobra\u017eevanja, zaposlovanja in javnega \u017eivljenja. Ima tripartitno strukturo, ki vklju\u010duje predstavnice in predstavnike vlade, sindikatov ter zdru\u017eenj delodajalk in delodajalcev. CITE deluje kot specializiran strokovni organ, osredoto\u010den na podro\u010dje dela in zaposlovanja. Njegov cilj je zagotavljanje enake obravnave in enakih mo\u017enosti za \u017eenske in mo\u0161ke na delovnem mestu ter prepre\u010devanje diskriminacije (npr. pla\u010dne razlike, dostop do delovnih mest, odpusti). Med klju\u010dnimi dejavnostmi izstopa priprava priporo\u010dil in strokovnih mnenj o enakosti pri delu ter usklajevanju poklicnega in zasebnega \u017eivljenja.<\/p>\n<p>Na splo\u0161no ima CITE tehni\u010dno in pravno vlogo, povezano z delovnim pravom, medtem ko ima CIG strate\u0161ko in dru\u017ebeno vlogo na ve\u010d podro\u010djih politik.<\/p>\n<p>Med aktivnimi organizacijami je tudi Portugalska platforma za pravice \u017eensk (PpDM) (<a href=\"https:\/\/plataformamulheres.org.pt\/international\/english\/\" target=\"_blank\" rel=\"noopener\">https:\/\/plataformamulheres.org.pt\/international\/english\/<\/a>) \u2013 nevladna organizacija s socialnim, kulturnim in humanisti\u010dnim poslanstvom, neodvisna od politi\u010dnih strank, verskih institucij ali vladnih struktur, katere \u010dlanice so nevladne organizacije za pravice \u017eensk. Platforma zastopa Portugalsko v Evropskem \u017eenskem lobiju (EWL) in v Zdru\u017eenju \u017eensk iz ju\u017ene Evrope (AFEM) ter je \u010dlanica Evro-sredozemske fundacije za \u017eenske (FFEM). Platforma je tudi \u010dlanica Evropske civilnodru\u017ebene platforme proti trgovini z ljudmi in ima poseben svetovalni status pri Ekonomsko-socialnem svetu OZN (ECOSOC).<\/p>\n<p>Med klju\u010dnimi politikami izstopata Nacionalna strategija za enakost in nediskriminacijo 2018\u20132030 (ENIND) ter Nacionalni na\u010drt za enakost med \u017eenskami in mo\u0161kimi 2022\u20132026, ki dolo\u010data smernice za vklju\u010devanje vidika spola v izobra\u017eevanje, poklicno usposabljanje in vklju\u010devanje na trg dela.<\/p>\n<p><strong>Klju\u010dni podatki o trgu dela<\/strong><\/p>\n<ul>\n<li>Stopnja zaposlenosti (15\u201374 let) (2025): \u017eenske 62,4 %, mo\u0161ki 68,7 %.<\/li>\n<li>Neprilagojena pla\u010dna vrzel med spoloma: \u22488,6 % (Eurostat, 2023).<\/li>\n<li>Ve\u010dja koncentracija \u017eensk v izobra\u017eevanju, zdravstvu in skrbstvenih poklicih; mo\u0161ki prevladujejo v STEM, gradbeni\u0161tvu in in\u017eenirstvu.<\/li>\n<li>Diplomantke STEM med 20. in 29. letom: 15,7\/1000 prebivalcev; diplomanti: 27,6\/1000 prebivalcev (Ministrstvo za izobra\u017eevanje, 2020).<\/li>\n<li>Stopnja brezposelnosti mladih (16\u201324 let): 20,9 % (\u017eenske 22,4 %, mo\u0161ki 20,9 %) (INE, 2024).<\/li>\n<\/ul>\n<p><strong>Klju\u010dne politike<\/strong><\/p>\n<ul>\n<li><strong>Nacionalna strategija za enakost in nediskriminacijo 2018\u20132030 (ENIND)<\/strong> (<a href=\"https:\/\/www.incode2030.gov.pt\/\" target=\"_blank\" rel=\"noopener\">https:\/\/www.incode2030.gov.pt\/<\/a>) dolo\u010da dolgoro\u010dni okvir za spodbujanje enakosti spolov, boj proti diskriminaciji in prepre\u010devanje nasilja na podlagi spola. Izvaja se prek ve\u010dletnih akcijskih na\u010drtov.<\/li>\n<li><strong>Ob\u010dinski na\u010drti za enakost<\/strong> so instrumenti na\u010drtovanja na lokalni ravni za javne politike na podro\u010dju enakosti. Opredeljujejo strategije za obravnavanje in preoblikovanje neenakosti med spoloma, ugotovljenih z lokalno diagnozo enakosti spolov, vklju\u010dujejo ukrepe za vklju\u010devanje vidika enakosti spolov in posebne ukrepe ter dolo\u010dajo cilje, kazalnike, merljive cilje in mehanizme za ocenjevanje.<\/li>\n<li><strong>Ob\u010dinski na\u010drti za enakost (PMI)<\/strong> so lokalni instrumenti za na\u010drtovanje javnih politik enakosti. Opredeljujejo strategije za odpravljanje spolnih asimetrij, ugotovljenih z lokalno analizo, vklju\u010dujejo ukrepe za vklju\u010devanje vidika spola ter dolo\u010dajo cilje, kazalnike, merljive rezultate in mehanizme za spremljanje.<\/li>\n<li>V izobra\u017eevalnem sistemu politike spodbujajo vklju\u010devanje vidika spola prek na\u010del izobra\u017eevanja v \u0161olah ter vklju\u010devanja ciljev enakosti v poklicno in visoko\u0161olsko izobra\u017eevanje. Za svetovalke in svetovalce ne obstaja obvezno usposabljanje za spolno ob\u010dutljiv pristop, zato se prakse med institucijami razlikujejo. Vztrajna poklicna segregacija \u0161e naprej vpliva na izbire: dekleta so premalo zastopana v poklicnih in visoko\u0161olskih programih STEM, medtem ko so fantje premalo zastopani na podro\u010djih zdravstva in skrbstvenih poklicev.<\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div role=\"region\" aria-labelledby=\"e-n-accordion-item-1310\" class=\"elementor-element
